Office of Technology Transfer
The Office of Technology Transfer (OTT) is responsible for ARS’ technology transfer program and is delegated the authority to administer the patent and licensing program for all intramural research conducted by USDA. The ARS technology transfer program has centralized policy and approval procedures that are managed by OTT. Research agreement negotiation and implementation is decentralized and managed by the ARS Area Offices. This service is provided by Scientific Technology Transfer Coordinators (STTCs) who report directly to their regional Area Director and coordinate their activities with OTT.
OTT’s activities are organized into three sections located at ARS headquarters in Beltsville, MD. The Administration and Partnerships Section conducts day-to-day operations; coordinates technology transfer policy development; executes collaborative research agreements & licenses; and facilitates public-private partnerships. The Patenting Section provides strategic guidance to USDA scientists regarding patent protection for their research results; receives invention reports and convenes patent committees to determine how to best transfer the technology to the public; prepares and prosecutes patent applications; and reviews patent legal work performed by cooperators and contract law firms, including international patent filings. The Licensing Section provides strategic guidance to scientists regarding licensing of their research results; negotiates and monitors license agreements; collects and disburses license revenues; and manages international patent filings.
