MOU BETWEEN THE U.S. ENVIRONMENTAL PROTECTION AGENCY AND THE U.S. DEPARTMENT OF AGRICULTURE

Memorandum of Understanding

The purpose of this Memorandum of Understanding (MOU) is to enhance working relationships between the U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP) and the U.S. Department of Agriculture, National Program 104. This formal MOU is intended to provide the structure for coordinating between the groups and basis for implementing and expanding joint research in our common areas, exchanging information, and other activities. This MOU is entered between OPP and National Program 104, both leading scientific organizations with major scientific and technical capabilities. Both agencies share a common and fundamental interest in advancing and disseminating scientific knowledge and coordinating between the parties.
The areas of special interest include but are not limited to: reducing risks from vectors carrying pathogens that cause disease, i.e. developing consistent and repeatable insect repellent test methods (ticks and mosquitoes); determining if in vivo testing can be replaced by in vitro testing for establishing the efficacy of insect repellents; establishing a methodology where OPP can use the currently available data and extrapolate data similarities across all repellent data and determine the level of protection for ticks and mosquitoes. Other initiatives may include the development of integrated pest management tools to reduce exposure to vector borne diseases.
Through the partnership established here, OPP and National Program 104 wish to collaborate to promote intellectual exchange for the advancement of education and outreach on a wide range of scientific topics, including but not limited to human health protection and promotion, developing new scientific methods to evaluate efficacy of invertebrate pesticides and related topics consistent with both entities' missions to reducing risk from vectors.
The mission of OPP is to protect public health and the environment by ensuring pesticides and alternatives are safe and available for a healthy America. To meet this goal, OPP develops and enforces regulations, generates and disseminates information and knowledge, and advances education on the environment to the public. OPP’s objectives pertinent to this MOU include; enhancing partnerships and collaborations within OPP and across Federal agencies; continuing to strengthen collaborative efforts with State Agencies; leveraging voluntary partnerships through the Strategic Ag initiative and the Pesticide Environmental Stewardship Program; and register pesticides used to control vectors of public health concern.
The National Program 104 aims to eliminate losses to animal production and products caused by arthropod borne diseases and arthropod induced trauma; to reduce the risk to humans from arthropod borne zoonotic diseases; to enhance the safety of animal products and the quality of life for humans; and to increase the value and competitiveness of United States agriculture and thereby addressing this category of research and information exchange.
This MOU would foster collaboration between OPP and National Program 104, to improve knowledge in controlling vectors which carry pathogens causing disease and improve the understanding of knowledge of pesticides to control the vectors. This will advance the scientific knowledge and improve technical understanding for controlling pathogen vectors.
The public, academia, the States and Federal sector, and the regulated community will all benefit since this collaboration would enhance the productive output of each party individually as well as jointly, and serve the public interest.
Specifically, OPP objectives pertinent to this MOU include the following: 1) advance scientific knowledge pertaining to the control of pathogen vectors, 2) improve technical understanding of pesticide performance assessment methods, 3) develop alternative testing methods and demonstrate their accuracy for evaluating pesticides performance, and 4) future development of innovative technologies for the integrated management of invertebrate vectors.
