Technical Abstract: Those who understand basic scientists, are familiar with the "research proposal"; one of the most common and essential documents created by basic scientists today. To highlight that fact, the issues to be presented are listed below in the "research proposal" format. Objective 1: Attracting basic scientists; A. Discovery, B. Enlightenment, C. Debate, D. Ethical sharing of ideas, E. Filter the flood of basic research information; Objective 2: Presence of basic scientists; A. Value of basic science to the "customer/stakeholder", B. Benefit of specialized meetings to the basic scientist, C. Both the customer and the basic scientist must reach their goals; Objective 3: Branch meetings in harmony with the other ESA meetings, A. National meetings focus, B. Branch meetings focus. Approach to Obj. 1: Meet the needs and concerns of basic scientists; A. Deliver unbiased science, B. Deliver unbiased reports; C. Foster interaction, dialog, and discussion, D. Secure the intellectual property that is shared E. Identify most interesting and valued concepts. Approach to Obj. 2: Enhance the value and functions of the branch meetings; A. Outcome-based basic research, B. Justification and resources for conducting basic research, C. Provide networking between the basic scientist and the customer/stakeholder. Approach to Obj. 3: Continuum between the National and the Branch Meetings; A. National Meetings - Actively select for fundamental basic research in a diversity of fields and serve as an interface to other societies, B. Branch Meetings - actively select for outcome-based basic research in specialized fields and serve as an interface to stakeholder.
