Interpretive Summary:

Technical Abstract: A recent letter to the editor in Soil and Tillage Research (STILL) entitled "Opportunity and Obligation" prompted a request for follow-up suggestions on how to solve a critical problem associated with securing reviewers for journal submissions. Ten broad suggestions for helping solve the problem of securing reviewers for manuscript submissions are presented. Among them, reviewing and revamping the role and expectations for the STILL Editorial Board members is the top priority. This would include developing three-year contracts with specific expectations regarding the number of reviews that need to be completed in a scientifically appropriate and professional manner. The second major recommendation is to reward reviewers through a variety of compensation programs for ISTRO scientists and engineers willing to meet their “obligation” of reviewing at least three manuscripts for each one submitted for publication.
