Interpretive Summary:

Technical Abstract: This paper compares three multi-criterion decision making techniques: ELECTRE II, Q-analysis and a new method referred to as Range of Value (ROV) method to a water management problem in an irrigation district in Mexico. Two sets of weights and/or priority orders were tested, one with economical aspects more important than environmental and water use aspects and the second, with environmental aspects more important than economical and wate use aspects. Finally, the advantages and disadvantages of the three techniques are presented. The three techniques produced similar results. The highest outranking alternative in the three techniques was an alternative to build thirteen pumping stations with the current crop pattern in place.
