Management Directive 715 (MD-715)

The Management Directive 715 (MD-715) provides a roadmap comprised of six elements for creating effective equal employment opportunity (EEO) programs for all Federal employees. The MD-715 also provides a summary of challenges that we face in attaining the status of a model EEO agency.  Click here for an overview.

The ARS FY 2023 MD-715 Report provides essential information utilized by our Leaders to create a diverse and all-inclusive workforce.  The report includes the Workforce Analyses (Workforce Composition compared to the National Civilian Labor Force; New Hires; Separations; Persons with Disabilities and Targeted Disabilities; Grade Distribution; Mission Critical Occupations; Senior Grade Levels; and Management Positions – including New Hires and Internal Competitive Promotions; Salaries; Awards and Accomplishments), Planned Activities, Agency Self-Assessment, Plan to Attain Essential Elements, Agency EEO Plan to Eliminate Identified Barriers, and Affirmative Action Plan for the Recruitment, Hiring, Advancement, and Retention of Persons with Disabilities.  To view the 2023 ARS Affirmative Action Plan, click here.
