The Technology Transfer Act of 1986 mandates that federal agencies be proactive in transferring technology they develop to the private sector, especially small businesses.
The Act authorized the development of Cooperative Research and Development Agreements (CRADA), which provide for a right of first refusal to the cooperator on a license to practice a patented technology developed under the CRADA; disposal of intellectual property rights, and royalty sharing.
