Objective:
The USDA, Agricultural Research Service Aberdeen location (ARS) and the University of Idaho (UI) agree that: 1) it is mutually beneficial to maintain collaborative relationships and share resources that are needed to achieve common research objectives; 2) that research involving biological materials, biological toxins, non-exempt rDNA, and synthetic nucleic acid molecules is necessary and beneficial to society; 3) that such research must be conducted under specific guidelines to ensure the safety and health of employees, the public, animals, and the natural environment; and 4) that adherence to such guidelines by ARS scientists on UI property in Aberdeen would best be insured by their oversight by the UI Institutional Biosafety Committee (IBC).

Approach:
The purpose of this agreement is to clarify the specific roles and responsibilities that each institution agrees to assume relative to the performance, conduct, management, and/or oversight of research activities which specifically involve recombinant nucleic acid and pathogen research in accordance with ARS Policies and Procedures 602.0, Institutional Biological Safety Committee.
