Objective:
Continuation and improvement of the Parties’ existing cooperative research and
education efforts and sets forth the agreed manner of operation and use of resources in future cooperative efforts.
Approach:
1.1 The Parties intend this NFCA to serve as an overall agreement under which the Parties will perform agricultural and environmental research and education (The totality of these collaborative efforts will be referred to in this NFCA as “Cooperative Research”.) Additional instruments such as Non-Assistance Cooperative Agreements (NACA), Research Support Agreements (RSA), Assistance Type Cooperative Agreement (ATCA), Reimbursable Cooperative Agreement (RCA), Trust Fund Cooperative Agreement (TFCA), or Grants will provide additional terms and conditions needed to establish and govern any specific research project, line of research, educational program, or resource issues the Parties deem necessary. Any such instrument shall govern only the subject matter addressed by that agreement and will not alter the terms and conditions of this master agreement. All agreement instruments executed pursuant to the terms of this NFCA will be binding only when in writing and signed by authorized representative(s) of the Party(s) so bound.
1.2 Each Party will expend its best efforts to coordinate facilities use, services, research efforts, and use of resources and equipment to create an effective and efficient Cooperative Research program.
1.3 UI and ARS will encourage and facilitate direct contact, and collaboration among their faculty members, scientists, departments, institutes and other research centers subject to the provisions of this NFCA. Resource contributions may be authorized through appropriate addition agreements.
1.4 While performing Cooperative Research under this NFCA, each Party individually shall cooperate with the other Party’s administration, faculty and staff and conduct themselves in accordance with UI’s and ARS’s policies and procedures, the terms and conditions of this NFCA, and the terms and conditions of any and all additional agreements executed pursuant to this NFCA. In the event there are conflicts between the p[policies and procedures of UI and ARS, employees of UI and ARS shall follow the policies and procedures of their respective organizations.
