Research Project: NRCS COMET-Planner Review of 2018 Farm Bill Conservation Programs in the Southern Plains to Determine Possible Greenhouse Gas Mitigation

Objective:
Cooperator will determine the level of CO2 equivalent reduction generated by USDA Farm Bill Conservation Title Programs in Kansas, Oklahoma, and Texas through analysis of state state level data by using NRCS Comet-PLANNER tool to determine the level of reductions generated by the instillation of certain land treatment practices under the Environmental Quality Incentive Program (EQIP) the Conservation Stewardship Program (CSP), the Agriculture Conservation Easement Program (ACEP) and the Conservation Reserve Program (CRP). The Cooperator will evaluate and compare the output from the NRCS Comet-FARM and NRCS Comet-PLANNER tools using data from one geographic region.

Approach:
Cooperator will contact the state NRCS headquarters in Kansas, Oklahoma, and Texas to secure the data required to complete this task. The types of practices, number of acres and counties where the practices are located will be entered into Comet-PLANNER to determine the CO2 equivalent reduction generated since enactment of the 2018 Farm Bill. Initial Comet-PLANNER data will be generated by November of 2021. Cooperator will then utilize the NRCS Comet-FARM tool (or a comparable tool) to analyze data from one geographic region of one target state. These numbers will then be compared to the numbers generated for that region using Comet-PLANNER to determine if any significant difference in these tools exist and to judge the effectiveness of Comet-PLANNER while reviewing the greenhouse gas mitigation impact generated by the enactment of Farm Bill Conservation Title programs. Cooperator will also generate numbers in one geographic region on one targeted state using the NRCS Comet-FARM tool (or comparable tool) to compare against the numbers generated by Comet-PLANNER.
