Objective:
Objective 1: Provide project and data science management and coordination for national-scale innovation in GHG measurement and monitoring (IRA Action Area #2): Greenhouse Gas Research Network (AA #2) to facilitate the diverse data streams generated from cropland/land emission, tall towers, animal housing and manure, and enteric research focus areas to deliver collaborative and authoritative datasets. Objective 2. Provide support infrastructure and design a blueprint that ensures data standardization and interoperability to facilitate field data collection, ingestion, storage, search/visualization, data system overhead, and cybersecurity support (IRA Action Area #3: Data Management). Provides overall data science management/coordination and develops cloud infrastructure focused on supporting AA #2.

Approach:
There is a critical need to modernize ARS research data capture technologies and streamline data collection, integration, analytics, storage, and sharing processes and systems, including expanding the environment and natural resources data we collect and automating the way we capture and process the data. With rapidly evolving Federal data management, access, and cybersecurity policies, ARS requires data technology research that will help equip our scientists with technologies that help them maintain data compliance with those policies while delivering agility, innovation, and relevance. This project will lead the development, assessment, and deployment of high priority, cost effective IoT (Internet of Things) technologies, agricultural data standardization and integration, big data tools and analytics for soil organic carbon (SOC) and greenhouse gas (GHG) flux measurement and monitoring, environmental feedback, and data-driven agricultural decision-making. The project will innovate data automation, integration, and visualization through operational leadership of the USDA ARS Partnerships for Data Innovations (PDI). The objectives of this project are directly related to the USDA ARS National Program NP216 Sustainable Agricultural Systems Research Action Plan 2018-2022. Action Plans: Component 1: Improve Agricultural System Resilience; Component 2: Optimize Agricultural Systems to Increase Ecosystem Service Value to Farmers and Society; and Component 4: Enable Assessment of Holistic Sustainability Outcomes of U.S. Agricultural Systems. Specifically, the objectives Resilience to changing climate trends and extreme weather (Problem Statement 1-A); Greenhouse-gas (GHG) neutral agricultural systems (Problem Statement 2-A); Enable system comparison using core indicators (Problem Statement 4A); Enable agricultural process and product evaluation (Problem Statement 4-B); and Enable assessment of agricultural and natural resource sustainability programs (Problem Statement 4-C). 1. Developing and evaluating dynamic information technology digital research platforms that optimize the integrated power of commercial and government cloud resources and leverage appropriate high-performance computing infrastructure (in collaboration with NRCS, NASS, ERS, and ITSD). Innovating and optimizing standardized automated dynamic data pipelines that run from data collection to delivery of collaborative and authoritative datasets.
