Objective:
The objective of this Non-Funded Cooperative Agreement is to have the cooperator's students and visiting scholars that are paid by the cooperator, or a national or international scholarship, collaborate with ARS scientist's research, meeting the goals of the National Project Plan Objectives.The close collaboration may include a workspace in the NSERL building when actively participating in research group meetings as well as in ongoing or modified lab and field experiments.

Approach:
The Agency PI will coordinate with the cooperator an invitation of potential students and visiting scholars, if it requires a competitive process. During this process, the collaborators will determine that the intended research by the student or visiting scholar aligns with National Program 211 Objective 1: Quantify physical and chemical processes affecting sediment and nutrient transport in surface and subsurface waters, and Objective 3: Enhance soil erosion and water quality models for improved predictions and management of agricultural and forested lands. Based on the selection process, the ARS PI will be involved in the selection process of the visiting scholar if it is appropriate. Some competitive selection processes will not allow ARS participation.
