Objective:
The United States Department of Agriculture, Agricultural Research Service, hereinafter referred to as ‘ARS’, and the Ministry of Agriculture and Rural Development of Vietnam, referred to as “MARD” hereinafter jointly referred to as ‘Participants’, hereby affirm their mutual interest in and desire to broaden cooperative research programs and exchanges.
The purpose of this MOU is to strengthen the collaborations between the Participants in areas of mutual interest through cooperative research programs and exchanges. To this end, the Participants intend jointly to facilitate the sharing of confidential information and the development of proposals for African Swine Fever (ASF) vaccine research, development and production.
Approach:
The Participants recognize that cooperation is a matter of working together toward common goals of mutual interest, mutual understandings, and efficient administration of cooperative programs. Nothing in this broad understanding is to be construed as interfering in any way with the basic responsibilities and authority of either Participant for independent action.
This Memorandum of Understanding (MOU) defines in general terms the basis on which the Participants intend to cooperate. Individual projects may be developed between the Participants that outline specific research projects.
The Account Manager of an appointing Participant will be responsible for:
• managing, overseeing or coordinating that Participant’s relationship with the other Participants;
• identifying any commercial issues that arise among the Participants and referring those issues to the appropriate person within the Account Manager’s organization.
• discussing with the Account Managers of the other Participants issues arising out of this MOU or any Research Agreement; and
• providing to the Account Managers of the other Participants non-confidential information known to the Account Manager and which may be of interest to the other Participants, including information about activities.
