Objective:
United States Department of Agriculture, Agricultural Research Service (ARS) and the National Bonsai Foundation, Inc. (NBF) desire to enter into this agreement to provide mechanisms for NBF, the private partner of the United States National Arboretum (USNA) with respect to the National Bonsai & Penjing Museum (Museum), to become a more effective force in enhancing the national appreciation, recognition and long-term sustainability of both the USNA and the Museum.

Approach:
The USNA’s 2013-2017 Strategic Plan seeks to achieve operational and financial sustainability by expanding the base and stability of support of its activities through a new business model that balances appropriated, contributed, and concession income; and the Strategic Plan recognizes the need to expand and streamline agreements with the USNA’s private sector partners for financial support, joint planning and operations of some functions, including visitor services and amenities. ARS and NBF enter into this Agreement to articulate the nature of the relationship between NBF and the USNA, to set forth in general terms the basis under which the parties will work together to implement the provisions of the Strategic Plan, and to state their intent to enter into more detailed agreements regarding the topics addressed herein.
