Objective:
The USDA, Agricultural Research Service (ARS), at the National Bio- and Agro-Defense Facility (NBAF) and Kansas State University (KSU or K-State) agree it is mutually beneficial to: (1) maintain collaborative relationships and share resources that are needed to support operation standup of NBAF; (2) Clarify the specific oversight responsibilities of each part to the agreement; (3) encourage and facilitate direct contacts among appropriate scientists and other specialists; and (4) work toward long-term cooperation in agricultural research and development programs focused on protecting America’s food animals (livestock).

Approach:
This agreement would allow mutual collaborative use of facilities and services available through both K-State and NBAF-ARS. The purpose of this agreement is to clarify the specific roles and responsibilities that each institution agrees to assume relative to the performance, conduct, management, and/or oversight of collaborative research activities which specifically involve the care and use of live animals in accordance ARS Policies and Procedures 130.4.v.2 [Section 20]. Animal care will be based upon the philosophies and principles articulated in the documents listed in Exhibit A.
