Objective:
The purpose of this Nonfunded Collaboration Agreement (NFCA) is to carry out cooperative research and to establish understandings on the research relationship between the United States Department of Agriculture - Agriculture Research Service having a headquarters Jamie L. Whitten Building, Room 302A 1400 Independence Ave., S.W., Washington DC 20250 (herein referred to as ARS), and the University of Minnesota, College of Food, Agriculture and Natural Resources (herein referred to as UMN - CFANS), a public institution of higher education established by the laws of the State of Minnesota. The ARS St. Paul Location consists of three research units: the Cereal Disease Research Unit (CDRU), the Plant Science Research Unit (PSRU), and the Soil and Water Management Research Unit (SWMRU). CDRU is located at 1551 Lindig St., St. Paul, MN 55108 and is a federally owned facility on leased land owned by UMN. In contrast, PSRU is co-located principally within the University of Minnesota-Twin Cities (herein referred to as UMN) Agronomy Department located at 1991 Upper Buford Circle, 411 Borlaug Hall, St. Paul, MN 55108. SWMRU is co-located principally within the UMN Soils Department, 1991 Upper Buford Circle, 439 Borlaug Hall, St. Paul, MN 55108. For the purposes of this agreement, the entities just described as part of the St. Paul Location will be referred to as ARS-St. Paul. For purpose of this agreement, ARS-St. Paul and UW-CFANS may each be referred to individually as a “Party” and collectively as the “Parties.” This NFCA is effective on the date last signed by the Parties. Both parties share an interest in research, education, and extension in agriculture and related fields. The Parties collaborative worksite for this agreement includes but is not limited to research at the ARS-St. Paul facilities and UW-CFAN’s Cereal Disease Building and Borlaug Hall located on the main campus of the University of Minnesota-Twin Cities in St. Paul, Minnesota.

Approach:
This NFCA serves as the broad umbrella for the use of government operated vehicles and government-owned farm machinery by non-federal employees. UMN full-time employees, part-time employees, and graduate research assistants are authorized pending approval to operate ARS-owned vehicles and motorized equipment in conjunction with this agreement.
