Technical Abstract: The U.S. Committee on Irrigation and Drainage (USCID) and the Water Resources Engineering Division of the American Society of Civil Engineers (ASCE) worked together to sponsor the USCID Workshop on Modernization of Irrigation Water Delivery Systems held in Scottsdale, Arizona on October 17-21, 1999, resulting in these proceedings. During the 1990s, a renewed emphasis has been placed on modernization in both developed and developing countries. Successful modernization requires adoption of a service attitude, as well as comprehensive strategies for design and operation of water distribution facilities at all levels in a project. Automation is now seen as one aspect of modernization. This conference and proceedings were organized to bring together modernization experiences and also to demonstrate the potential of various canal automation strategies.
