Interpretive Summary:

Technical Abstract: The population resurgence of cormorants across the country has been accompanied by requests for the USFWS and USDA-Wildlife Services, and state agencies to act. The primary responsibility of the USFWS is regulatory oversight, to ensure that actions taken by the states will not cumulatively affect cormorant populations. The difficulty in managing migratory birds revolves around the need to understand populations at their breeding grounds, wintering grounds, and along their migratory paths. If we ignore any one of these critical parts, then the success of managing the species is at risk. Within Arkansas, cormorants have historically nested and lived. Presently, cormorants only breed at one locale in the southwestern part of the state yet they winter in many locations within the state. The USDA-ARS has monitored cormorant numbers for the past 2 years. The information we gathered will provide useful information to understand populations within the state when the USFWS implements the national management plan.
