Interpretive Summary: Flies affect U.S. agriculture in many ways, as pests causing millions of dollars in damage annually, or as beneficial predators and parasites and as pollinators. Flower flies are second only to bees as pollinators of flowering plants and their maggots are predators of various pest insects. This paper describes a new flower fly from Costa Rica where the fauna is poorly known. An identification key to the species of the genus to which the new species belongs is also presented. This information will be of interest to scientists, biocontrol workers, and other action agencies that need to identify flower flies.

Technical Abstract: Cepa apeca spec. nov. is described from Costa Rica. Cepa is proposed as a replacement name for Xela. A key to the species of Cepa is provided.
