This report has four chapters, each designed for a different target group, even though some readers may belong to more than one target group.

Chapter 1 : Physical processes and Mathematical Models. This part is written for the hydrologist or hydraulic engineer responsible for the physical modeling results. The fundamental principles involved and the mathematical models used to describe them are explained in detail. Chapter 2: Model Evaluation. This part is written for first-time potential users. It provides examples that illustrate the calibration and use of the model and the interpretation of its response. Chapter 3 : Model User's Guide. This part is written for the technician who will actually be doing the calculations. It describes in complete detail the scope of the model capabilities, the information required to run the computer model, the various output options available, and provides guidance regarding basic data sources. Chapter 4: Software Support Documentation. This part is written for the computer/engineering staff responsible for supporting the model software. It provides a comprehensive program description, and also information useful for purposes of software retrieval, maintenance, transportability, and linkage to other related models.
